Digital equality between the group of students, the group of teachers, and both groups together is a requirement for the successful implementation of E-learning in any instructional system. Therefore, the current research answers this basic question: Is there digital equality among the first secondary students of the five instructional districts of Tabriz City in the conditions of COVID-19 virus? The research method was descriptive. The study population included all the first secondary students in Tabriz City in the first semester of the academic year 2020-2021, which research sample were selected through stratified random sampling. The necessary data were gathered from the five educational districts of Tabriz City. The questionnaire of Hosseini et al. (2013) and the Gregg’s Questionnaire (2016) were used. And the data were analyzed through the analysis of variance test as well as Benferroni's post hoc test. The results showed that there is inequality in all dimensions of the digital divide between students in first secondary schools in the five districts of Tabriz city. Therefore, it is recommended that instructional workshops should be held to increase students' skills in the field of ICT tools in instruction; A regular program should be used to equip schools with computers, and content-rich and content-free software; By setting up ICT centers in different areas of Tabriz city, it will be possible for underprivileged students for access to ICT in outside of school.
